What is the difference between the Moon sign and the ascendant?

The ascendant (Lagna) is the sign rising on the eastern horizon at birth and anchors the whole chart — house 1 is the self as presented to the world. The Moon sign re-anchors house 1 on wherever the Moon was instead, which is read for temperament and emotional instinct rather than outward identity.

Is this the same as a Western Sun sign?

Not exactly, but it is the closer comparison. Western tropical astrology reads the Sun sign as the core of a personality profile; Vedic astrology, using the sidereal zodiac, tends to give that role to the Moon instead.
